The Failure of the 28-Point Peace Proposal for Ukraine: Why Peace Negotiations Continue to Stumble
Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the presentation of a new 28-point plan for resolving the conflict appeared β temporarily β to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: another massive barrage of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of conflicting incidents captured the grim essence of the current period. By day, political struggles are conducted: optimistic declarations are released from different nations. Considerable effort is expended on restraining specific proposals. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "peace".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was laid bare. Ukraine is capable of detecting missile launches from across the border, a capacity provided through current data. From vantage locations, defense planes that had been scrambled to engage hostile guided weapons flew past β sophisticated military planes supplied to Ukraine by Western partners.
Shortly after, Kyiv's missile defense thundered: defensive missiles fired to intercept a incoming threat. This was a sophisticated defense system at work, probably supplied through allied countries. Every firing creates sudden vibrations, rattling buildings. The moment of terror quickly becomes sober acceptance: perhaps the hostile projectile won't hit its mark this time, sparing the city from devastation and additional electricity failures.
Ongoing Risks
Not long after, a large-caliber weapon opened up on a drone close by, part of a rapid response unit β almost certainly imported technology. Regrettably, the bullets missed the hostile drone β it pressed on overhead toward its target.
With pauses, this continued until dawn. Kyiv awoke to the early updates: multiple fatalities, devastation and heating outages in multiple buildings as a result of the evening attack. As always, everyone still went about their day β enduring hostilities. But those full day encapsulated Ukraine's critical military reliance on international aid β a need that regional partners are clearly incapable to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from US administration provoked deep reactions, controversy and deep concern β and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new approach from Washington follows the consistent cycle: a negotiation push against Ukraine, which Kyiv, with other European capitals, effectively counters. They contain the crisis but never actually secure success. This trend will, undoubtedly, continue.
Political Considerations
It is tempting to accuse certain parties of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a premise well known to experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The American government assumes that it is unfeasible to force Russia to relinquish the territory that it presently holds in Ukraine's southern or eastern regions.
The problem is that while accepting these circumstances, US leadership does minimal to discourage Russia, through words or deeds, from assuming that the situation will not shift further in its advantage in the coming year.
Opposing Positions
Therefore, the Kremlin is certain that the clock favors them β that Ukraine and its allies are nearing depletion. Their reason to sign a deal that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding people and territory but avoiding a complete military breakdown until situations evolve in its favour.
Existing Situation
Factually, there are no genuine requirements for a truce. Now, personal considerations are coming into play: personal goals to negotiate peace and obtain worldwide acknowledgment, and Kyiv's dual difficulties β on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the country's interests against any proposal Kyiv finds unacceptable, so that their priority does not switch to domestic problems. And although their objective will now be much harder after latest incidents, it remains highly unlikely that this will change their overall approach.
These two forces are influencing discussions.
Conclusion and Outlook
It took a just a single week to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with pacifying measures of diplomats, and finally, current information leaks, all served their function.
While new initiatives based on previous concepts are forthcoming, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are founded on Moscow's terms and reflect particular unwillingness to change the course of events, if they stand together and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the foreseeable future, mainly require sustained allied backing.
